Bulletin CE2024-03 Harvesting and Transfer Updates

BULLETIN CORRECTION

In response to industry feedback on Bulletin CE2024-03 about harvesting group tags, we’ve conducted a comprehensive review and testing process. We’re excited to announce that Metrc’s harvest modal now treats single and group tags identically, streamlining the harvesting process.

You can now combine multiple group tags into a harvest using either the template or standard modal, with the exception of partially harvesting group tags.

As a result, the following guidance has been removed from Bulletin CE 2024-03 and can be disregarded:

• Single Plant Groups: Can still be combined at harvest, and the harvest template will display as usual.
• Multiple Group Tags: Should not be combined into a single harvest. Each group tag must be harvested individually.

Important Note: Metrc currently requires harvesting all plants within a standard harvest. The workaround outlined in Bulletin CE2024-03 remains applicable.

The Oregon Liquor and Cannabis Commission is providing the following information to recreational marijuana licensees and hemp certificate holders.

The bulletin is part of OLCC’s compliance education. It is important that you read it and understand it. If you don’t understand it, please contact the OLCC for help.

Failure to understand and follow the information contained in this bulletin could result in an OLCC rules compliance violation affecting your ability to work or operate your business.

Compliance Education Bulletin CE2024-03 covers the following issues:

• Location, Strain, Vehicle, and Driver Management

Harvesting from a Group Tag

Manicure and Harvest functionality remains unchanged.

• Manicure: Plants remain active in the flowering plants tab for future harvests.
• Harvest: Plants are permanently removed from Metrc.

Single Plant Groups: Can still be combined at harvest, and the harvest template will display as usual.

Multiple Group Tags: Should not be combined into a single harvest. Each group tag must be harvested individually.

Harvesting Part of a Group Plant Tag

If you are not harvesting all of the plants in a group tag you will need to take the following steps.

1. Click the “Manicure” button on the Flowering Plants tab and record your harvest. Indicate how many plants you are harvesting.

a. It will default to the total amount of plants, & you will need to change it.

 

2. Select the plant tag you just did the manicure on (the harvested column will have a yellow highlight) and click the “Destroy” button.

a. In the Count field enter the number of plants that were harvested.

b. In the Note field enter the harvest name and “was a standard harvest, not manicure.”

Transfer Management Enhancements

Metrc has undergone several improvements to enhance transfer management and reporting:

• Transfer Variance Tracking: A new column has been added to the Transfers, Transfers Limited, Retail Cultivation Transfers, and Wholesale Transfers reports to display the percentage variance between shipped and received quantities. This will aid in identifying discrepancies and ensuring accurate inventory tracking.
• Transfer Variance Confirmation: To prevent accidental over-receiving of transfers, a confirmation box will now appear if a licensee attempts to receive a transfer quantity exceeding the maximum allowed percentage. This added step provides an extra layer of security and helps maintain compliance. As outlined in Bulletin CE2020-02 covering common transfer issues, we suggest rejecting packages with large discrepancies between the package delivered vs. quantity on manifest (i.e. received a package of 10 each with 50 each on the manifest, received a package of 10 grams with 10 pounds on the manifest) because they can cause larger complications with chain of custody if accepted.

Location, Strain, Vehicle, and Driver Management

In response to the Oregon User Group requests, Metrc now offers enhanced copy functionality for various data elements:

• Location Duplication: Licensees can now create a copy of an existing location and modify it as needed, saving time and effort when setting up new locations.
• Strain, Vehicle, and Driver Copying: Licensees with administrative permissions can duplicate existing strains, vehicles, and drivers. Please note that copied vehicles and drivers will only be added to the current facility.

Bug Fixes and System Improvements

Several bug fixes and system improvements have been implemented:

• Harvest Creation: The wet weight field when creating a harvest is now empty by default, preventing accidental data entry errors.
• Retailer Delivery: The system will now warn licensees if they attempt to add a duplicate package on a retailer delivery, ensuring data accuracy and preventing errors. The package is shown in red and if the add button is clicked a pop-up message appears.

• Lab Testing Functionality: Lab test results will now be applied to the source package and any child packages created after the lab sample date. Previously Metrc was erroneously pushing the results to child packages created before the sampling event. More information related to testing can be found in Bulletin CE2021-03. This enhancement improves data consistency.
