Oregon is one of the top-producing cannabis states. However, the cannabis (both hemp and marijuana) industry is new on the legal level. Before to 2015, very little cannabis was grown legally. The legally grown cannabis was limited to the medical marijuana system. Many growers of legal cannabis are new to the agriculture industry, and the cannabis industry  has experienced a lot of volatility. Preventing the spread of plant pests is an important part of protecting Oregon agriculture, the environment, and Oregon’s economy.
