This rulemaking package addresses housekeeping and technical updates due to:

• HB 2013. This bill is in response to the malt beverage lawsuit and allows a brewery located outside of Oregon to obtain permits from the OLCC that will allow the brewery to ship malt beverages that the brewery manufactured directly to eligible retail licensees and direct to consumers.
• SB 1052. This bill modifies crimes related to involuntary servitude and human trafficking.
• Updating language addressing acceptable identification
• Updating language addressing under the influence of intoxicants while on-duty or consuming intoxicating substances while on-duty.
• Updating language regarding the circumstances under which a patron may self-serve alcoholic beverages (such as self-serving from an already opened bottle of wine or pitcher of beer).
• Updating the circumstances under which the Commission may waive the service permit requirement.
• Updating sanction language regarding age verification equipment.
• Updating language regarding when a retail licensee may return malt beverage, wine, or cider to a manufacturer or wholesaler.
